Ceausescu’s Prosecutors, the Cremation of Timisoara Protesters, and the Good Sergeant Schultz!

The motto of Ceausescu’s Prosecutors about December 1989: 

“I see nothing!  I was not here!  I did not even get up this morning!”

[42] According to Sorin Iliesiu, the filmmaker who claims to have edited the chapter on December 1989 in the so-called Tismaneanu Raport Final, the “spirit of Voinea’s findings can be found in the Chapter.”  Indeed, the chapter includes snippets from an interview between Dan Voinea and Andrei Badin (Adevarul , December 2006).  The “indefatigable” Voinea, as Tom Gallagher has referred to him, continues to be defended by Vladimir Tismaneanu who has expressed support for Voinea’s investigations “from both a juridic and historic viewpoint” (see the entries for 21 September 2009 at http://tismaneanu.wordpress.com), avoiding any mention of the reasons for Voinea’s dismissal from the Military Procuracy, mistakes that Prosecutor General Laura Codruta Kovesi says “one wouldn’t expect even from a beginner” (for more on this and background, see Hall 2008):

Ce îi reproşaţi, totuşi, lui Voinea? Punctual, ce greşeli a făcut în instrumentarea cauzelor?

Sunt foarte multe greşeli, o să menţionez însă doar câteva. Spre exemplu, s-a început urmărirea penală faţă de persoane decedate. Poate îmi explică dumnealui cum poţi să faci cercetări faţă de o persoană decedată! Apoi, s-a început urmărirea penală pentru fapte care nu erau prevăzute în Codul Penal. În plus, deşi nu a fost desemnat să lucreze, spre exemplu, într-un dosar privind mineriada (repartizat unui alt procuror), domnul procuror Dan Voinea a luat dosarul, a început urmărirea penală, după care l-a restituit procurorului de caz. Vă imaginaţi cum ar fi dacă eu, ca procuror general, aş lua dosarul unui coleg din subordine, aş începe urmărirea penală după care i l-aş înapoia. Cam aşa ceva s-a întâmplat şi aici.

Mai mult, a început urmărirea penală într-o cauză, deşi, potrivit unei decizii a Înaltei Curţi de Casaţie şi Justiţie, era incompatibil să mai facă asta. E vorba despre dosarul 74/p/1998 (dosar în care Voinea l-a acuzat pe fostul preşedinte Ion Iliescu că, în iunie 1990, a determinat cu intenţie intervenţia în forţă a militarilor împotriva manifestanţilor din Capitală – n.r.).

Apoi au fost situaţii în care s-a început urmărirea penală prin acte scrise de mână, care nu au fost înregistrate în registrul special de începere a urmăririi penale. Aceste documente, spre exemplu, nu prevedeau în ce constau faptele comise de presupuşii învinuiţi, nu conţin datele personale ale acestora. De exemplu, avem rezoluţii de începere a urmăririi penale care-l privesc pe Radu Ion sau pe Gheorghe Dumitru, ori nu ştim cine este Gheorghe Dumitru, nu ştim cine este Radu Ion.

Credeţi că, în cazul lui Voinea, au fost doar greşeli sau că a fost vorba de intenţie, ştiind că acuzaţii vor scăpa?

Nu cunosc motivele care au stat la baza acestor decizii şi, prin urmare, nu le pot comenta.

Poate fi vorba şi despre complexitatea acestor dosare?

Când ai asemenea dosare în lucru, nu faci astfel de greşeli, de începător. Eşti mult mai atent când ai cauze de o asemenea importanţă pentru societatea românească.

III) The most significant revelation of Ion Baciu’s 23 January 1990 confession may not actually be his claim that he saw Dan Voinea at the Cenusa Crematorium on the morning of 20 December 1989, but that he recognized Voinea precisely because Voinea had previously worked for Directorate VI (“Department of Corrections” essentially) of the Securitate.

[On 20 December 1989 at 1010 at the Cenusa Crematorium arrived Lt. Col. Dan Voinea, a prosecutor from DPM, whom I knew because before that post he had worked in the Department of State Security (i.e Securitate), in the Directorate of Penal Investigations (Penitentiaries/Prisons, Directorate VI of the Securitate)].”

Pe 20.12.89 la orele 1010 la crematoriu a venit Lt. Col. Voinea Dan [[proc mil — procuror militar]] din D.P.M., pe care-l cunosc intrucit inainte de activare, a lucrat la Departmentul Securitatii Statului, directia cercetari penale.

Era imbracat civil, insotit de un procuror militar in uniforma.  Au discutat cu o femeie, Geta, nu-i stiu numele care i-a spus:  “[[Bine]] ca ati venit.  Toata noaptea au ars aici si [[oamenilor]] le este teama.”  Nu am auzit alte vorbe.  Au discutat cu aceia femeie [[ca. –circa]] 15 minute dupa care au plecat.

Cred ca au fost trimisi acolo fie de Popovici, fie de Diaconescu, pentru a vedea cum decurge incinerarea.

Solicit sa fie audiati Popovici Nicolae, fost procuror general, Diaconescu Gh, adjunctul acestuia si cei doi procurori militari…

IV) Ion Baciu’s 12 March 1990 courtroom testimony saw him cutoff by the prosecutor who refused to allow in the official record that it was Voinea Baciu claimed to see on 20 December 1989 at the Cenusa Crematorium, but also, in particular, when Baciu attempted (and seemed) to state that Voinea essentially admitted as much to him during his later questioning by Voinea:  (p. 406) “…pe domnul colonel Voinea care de altfel si cu ocazia anchetei mi s-a spus, de fapt…”

V) As the statements and testimony of other officials involved in the cremation of the Timisoara protesters make clear:  Voinea is clearly dissembling and crafting a false narrative of how and when officials became aware of the cremation of the Timisoara protesters.

VI) Of course, Voinea has critical “top cover” for his denial that he was at the Cenusa Crematorium on 20 December 1989.  His chief/boss, Ceausescu’s last Prosecutor General Nicolae Popovici denies that he knew anything until after 22 December 1989 about the cremation of protesters, even though multiple confessions by other officials make such a claim seem virtually impossible.  Thus, as his declaration below demonstrates, he was clearly asked if he dispatched a military prosecutor and civilian prosecutor to Cenusa Crematorium on 20 December 1989.  But to admit that he did would be to admit that he had known at the time about the burning of the corpses of Timisoara protesters…and therefore undermined the larger lie…

But my use of the term “Orwellian” in the title of this paper is not only designed to capture Voinea’s uncanny ability to make definitive statements that are demonstrably wrong, to argue that black is white and white is black—from his denial of the use of gunfire simulators in December 1989, to his claim that the only “lunetisti” who acted after 22 December were from the Army, to his denial of the existence of weapons and (especially “vidia”) bullets not in the arsenal of the Army, to his denial of the existence of “terrorists,” to his denial that any military unit was attacked during the events, to his denial of the role of foreigners in the events….

I use the term “Orwellian” here as much to describe the ease with which he has gotten and gets away with errors, misunderstandings, and falsehoods that could easily be challenged, if not combated by his interlocutors in the Romanian media and intelligentsia.  For it is the fact that he has been able and is able to get away with all this that is truly “Orwellian” and that is indeed a tragedy for Romania’s citizens.  The tragedy is thus less the predictable “supply side” of the post-authoritarian lie, than the enthusiastic consumption and appetite for it.  This is why I believe, accurately I would argue, that “December 1989” long ago became more about post-Ceausescu Romania than about what happened in December 1989.

Orwellian…Positively Orwellian: Prosecutor Voinea’s Uncritical Reception by Romanianists

Iosif Emilian’s lawyer (in September 1991) indeed suggested the involvement of the Prosecutor General in giving the cremations legal cover/legitimacy, hence explaining the presence of Dan Voinea and his colleague at Crematoriul Cenusa on 20 December 1989 (he also references Geta on p. 725).  This is from the seventh volume of “Procesul de la Timisoara” available on the banaterra site.

Voinea’s conclusions have been enshrined, in fact sacralized, as the centerpiece of the Chapter on December 1989 of the Final Report of the Presidential Commission for the Study of the Communist Dictatorship in Romania, also known as the Tismaneanu commission after its chairman, Vladimir Tismaneanu.

Prin televiziune s-au făcut majoritatea diversiunilor, cea mai eficientă fiind reprezentată de „pericolul de moarte” omniprezent întruchipat de „teroriştii fideli dictatorului Ceauşescu”; acesta a fost arestat în 22 decembrie, într-o unitate militară din Târgovişte. Pericolul părea total credibil întrucât în perioada 22-27 decembrie au fost înregistraţi 942 de morţişi mii de răniţi. On 1 December 2012, Doru Teodor Maries and Asociatia 21 decembrie 1989 made images of many of the official files investigating the events of December 1989 in Timisoara available on the Internet at http://dosarelerevolutiei.ro/ .  Among the copies available are testimonies from victims of the repression of the communist regime of Nicolae Ceausescu, witnesses of the repression, relatives of the victims of the repression, and members of regime forces that either participated in the repression or were witnesses to it.  These documents allow researchers the ability to confirm or infirm claims made in the Romanian media or accounts published since December 1989.

Mircea Stoica (declaration, 8 January 1990):  “When I got there, I heard a soldier’s voice from the garrison exclaim:  “What are you guys doing? You all with your BUM-BUM or DUM-DUM and then you send`em to us to solve the problem [almost impossible to solve]” <very angry, pissed off>

Popovici:  “Mi-am revenit intr-un camion militar in care eram multi civili unii morti fiind adusi la garnizoana militara.  La garnizoana eu am fost dat jos si predat unui cpt (capitan) sau unui lt.major (locotenent major). vazand rana mea n-a vrut sa ma primeasca exprimand: Voi trageti cu dum dum si noi sa raspundem pentru acest lucru.”  (my thanks to A.K. for this transcription)

Popovici:  “I came to in a military truck in which there were lots of civilians some dead being brought to the military garrison.  At the garrison I was taken down and surrendered to a captain or lt. major, who looking at my wound did not want to receive me, exclaiming:  You shoot with dum-dum bullets and we are held responsible for it.”

It doesn’t take a genius to recognize the important similarity between the testimonies of Mircea Stoica and Ioan Popovici:  both are party to/overhear military personnel referring to the 1) use of DUM-DUM bullets, 2) that those who are using them are clearly not fellow soldiers and instead likely M.I./Securitate personnel, and 3) the Army personnel are resentful of essentially being left to “hold the bag” for the results of the DUM-DUM munitions!

Partea vătămată Stoica Maria cere 500000 lei, lunar, contribuţie de întreţinere, motivînd că, în decembrie 1989, soţul ei, Mircea Stoica a fost împuşcat, patru luni spitalizat, a rămas handicapat (gradul II de invaliditate), apoi a decedat.  În dovedirea cererii, depune acte de spitalizare şi de stabilire a capacităţii de muncă, care atestă vătămarea, cauzele şi consecinţele ei. Mai depune: declaraţia împuşcatului, actul lui de deces, actul de căsătorie şi carnetul de muncă (vol. 6 p. 304; vol. 10 p. 58-60, 170, 245-250; vol. 14 p. 54-61; vol. 27 p. 179-207).

Doctors also reported on the wounds caused by explosive bullets (i.e. dum-dum bullets):  In this dispatch from Agence France Presse, relayed by Radio Free Europe on 25 December 1989, Dr. Aurel Mogosanu, a medic in the intensive care unit of a Timisoara hospital, says based on his thirty years of experience, some of the wounds could only have been CAUSED by EXPLOSIVE BULLETS SHOT AT THE PROTESTERS”

   TIMISOARA (Roumanie) 25 dec – Devant l hopital central de Timisoara, dimanche soir, une quarantaine de camions remplis de medicaments et de produits alimentaires tout juste arrives, attendaient d etre decharges.
   ” L aide nous vient d un peu partout. Hongrie, RFA, Tchecoslovaquie, France, Yougoslavie, URSS, Bulgarie, Italie… ” , indique a l AFP l un des soldats qui gardent l hopital. Les militaires sont partout autour de l hopital, sur les toits, dans les cours et meme a l interieur.
   ” Des hommes de la Securitate ont tire pres de l hopital a plusieurs reprises, ces dernieres heures ” , explique le docteur Aurel Mogosianu, chef du service de soins intensifs, en donnant des ordres a un soldat qui passe, la mitraillette a l epaule, dans un couloir, entre les malades.
   Le Dr Mogosianu, qui a une trentaine d annees d experience, pense que certaines blessures particulierement horribles, n ont pu etre provoquees que par des balles explosives tirees contre les manifestants.
   Dans une salle de soins intensifs, une femme de 23 ans essaie de parler au docteur, puis renonce. ” C est un cas difficile. Elle a eu le dos transperce par une rafale ” , precise le Dr Mogosianu.
   En bougeant a peine la main, la jeune femme esquisse le ” V ” de la victoire pour dire ” au revoir ” . Un effort irrealisable pour son voisin qui a recu une balle dans le cou, impossible a extraire.
   Comme la plupart de ses collegues, le docteur travaille, a peu de choses pres, 24 heures sur 24 depuis le debut des evenements. Dans un coin, une infirmiere dort, ecroulee sur une chaise.
   Pour faire face a l afflux de blesses, la television de Bucarest a demande a tous les etudiants en medecine du pays de se rendre dans les hopitaux de la capitale et de Timisoara, ou la situation est la plus critique.
   Victor Jancu, 20 ans, a entendu cet appel. Dans la nuit de vendredi a samedi, il a quitte Cluj et reussi a rejoindre Timisoara, a plus de 300 kms de la, en arretant des camions.
   Quelques visiteurs arrivent a l hopital, portant a la main une petite branche de sapin : a Timisoara aussi, on voudrait feter Noel.

In early March 1990, AFP reported the declared findings of surgeons in Bucharest, attesting to the fact that many of those wounded on 21-22 December 1989 in Bucharest had been shot with exploding bullets, DUM-DUM bullets.  This is a critical article (and description of an event that I believe has gotten almost no coverage inside or outside Romania).  Lt. Gnl. Traian Oancea, chief of surgery in part of the Central Military Hospital in Bucharest, and Dr. Nicolae “Nae” Constantinescu, chief of surgery at the Coltea Hospital, discussed this at a meeting of the Society of Surgeons in Bucharest.

Petre Andronescu, prorector, dl. dr. Constantin Antofie, dl. prof. dr. Marian Ciurel, dl. prof. conf. dr. Dan Niculescu, dl. conf. dr. Nicolae Constantinescu, dl. prof. conf. dr. Ilie Pavelescu, dl. dr. Eduard Geambasu, toti medici chirurgi din Capitala care au fost confruntate cu fluxul de raniti din decembrie 1989.  “Documentatia pe care am avut-o, nu o mai avem,” a spus dl. prof. dr. Marian Ciurel (Spitalul de Urgenta) amintind totusi faptul ca au fost inregistrate date intr-o lucrare de doctorat.  “Putini dintre cei raniti au fost socati psihic,” isi aminteste prof. dr. Petre Andronescu (Spitalul Colentina).  Revolutionari si raniti au primit acelasi tratament, “stim doar ca la o parte din bolnavi s-au schimbat catusi” isi aminteste dl. prof. dr. Marian Ciurel.  Peste 60 la suta din ranitii adusi la Spitalul Coltea erau impuscati lateral sau din spate.  S-a tras si asupra oamenilor care au stat ghemuiti, acestia suferind astfel leziuni complexe.  Pe langa datele statistice prezentate, medicii prezenti au atras atentia asupra naturii leziunilor care, in numar mare, au fost cazate de munitie al carie efect a fost mai mult distrugerea, mutilarea decat scoaterea din lupta.  In acest sens, deosebit de interesante au fost datele prezentate din lucrarea de diploma, a medicului M. Briciu:  “S-a tras cu gloante explozive”. Concluziile ce se pot trage din faptul ca cei adusi in spitale, in intervale de timp distincte, prezentau leziuni corespunzatoare anumitor portiuni din corp, demonstreaza existenta unor ordine asupra locului unde trebuia ochit.  “Cred ca Romania va fi capabila sa constituie acel ecran care sa protejeze de acum inainte natia de asemenea manifestari,” a spus dl. conf. dr. Nicolae Constantinescu, remarcand aspectul benefic al unor astfel de conferinte.

Dosarele Revolutiei de la Timisoara: Cine a spus si cine spune adevarul despre decembrie 1989?

On 1 December 2012, Doru Teodor Maries and Asociatia 21 decembrie 1989 made images of many of the official files investigating the events of December 1989 in Timisoara available on the Internet at http://dosarelerevolutiei.ro/ .  Among the copies available are testimonies from victims of the repression of the communist regime of Nicolae Ceausescu, witnesses of the repression, relatives of the victims of the repression, and members of regime forces that either participated in the repression or were witnesses to it.  These documents allow researchers the ability to confirm or infirm claims made in the Romanian media or accounts published since December 1989.

Popovici:  “I came to in a military truck in which there were lots of civilians some dead being brought to the military garrison.  At the garrison I was taken down and surrendered to a captain or lt. major, who looking at my wound did not want to receive me, exclaiming:  You shoot with dum-dum bullets and we are held responsible for it.”

It doesn’t take a genius to recognize the important similarity between the testimonies of Mircea Stoica and Ioan Popovici:  both are party to/overhear military personnel referring to the 1) use of DUM-DUM bullets, 2) that those who are using them are clearly not fellow soldiers and instead likely M.I./Securitate personnel, and 3) the Army personnel are resentful of essentially being left to “hold the bag” for the results of the DUM-DUM munitions!

Po. I.:  …Da [am fost ranit].  Si dupa aceea a venit unul dintre trei [civili mai in varsta] dupa mine, m-a tarat pana la masina si la masina, acolo, am luat o bataie…ca n-am putut doua saptamani nici sa mananc nimica.  M-a lovit cu patul de arma in falca si cu bocancii in cap.  Si m-au dus, m-au dus la Garnizoana.  La Garnizoana m-au aruncat din masina si a venit ofiterul de serviciu.  Au venit si acestia trei a spus lu’ ofiterul de serviciu, cica:  “Luati-l si duceti-l  la arest.”  Atata retin foarte bine minte, ca ofiterul a spus, cica:  “Nu, voi trageti cu dum-dum-uri si dupa aia Armata raspunde.  Voi omorati oameni si raspunde Armata dupa aceea.”  Asta tin minte precis.  Si de acolo mi-am dat seama ca nu poate sa fie soldati aceia. “In urma radiografiei facute la Spitalul Judetean au spus ca am 2 schije in picior…consemnat de medicul radiolog si chirurg, care m-au consultat.

Doctors also reported on the wounds caused by explosive bullets (i.e. dum-dum bullets):  In this dispatch from Agence France Presse, relayed by Radio Free Europe on 25 December 1989, Dr. Aurel Mogosanu, a medic in the intensive care unit of a Timisoara hospital, says based on his thirty years of experience, some of the wounds could only have been CAUSED by EXPLOSIVE BULLETS SHOT AT THE PROTESTERS”

   TIMISOARA (Roumanie) 25 dec – Devant l hopital central de Timisoara, dimanche soir, une quarantaine de camions remplis de medicaments et de produits alimentaires tout juste arrives, attendaient d etre decharges.
   ” L aide nous vient d un peu partout. Hongrie, RFA, Tchecoslovaquie, France, Yougoslavie, URSS, Bulgarie, Italie… ” , indique a l AFP l un des soldats qui gardent l hopital. Les militaires sont partout autour de l hopital, sur les toits, dans les cours et meme a l interieur.
   ” Des hommes de la Securitate ont tire pres de l hopital a plusieurs reprises, ces dernieres heures ” , explique le docteur Aurel Mogosianu, chef du service de soins intensifs, en donnant des ordres a un soldat qui passe, la mitraillette a l epaule, dans un couloir, entre les malades.
   Le Dr Mogosianu, qui a une trentaine d annees d experience, pense que certaines blessures particulierement horribles, n ont pu etre provoquees que par des balles explosives tirees contre les manifestants.
   Dans une salle de soins intensifs, une femme de 23 ans essaie de parler au docteur, puis renonce. ” C est un cas difficile. Elle a eu le dos transperce par une rafale ” , precise le Dr Mogosianu.
   En bougeant a peine la main, la jeune femme esquisse le ” V ” de la victoire pour dire ” au revoir ” . Un effort irrealisable pour son voisin qui a recu une balle dans le cou, impossible a extraire.
   Comme la plupart de ses collegues, le docteur travaille, a peu de choses pres, 24 heures sur 24 depuis le debut des evenements. Dans un coin, une infirmiere dort, ecroulee sur une chaise.
   Pour faire face a l afflux de blesses, la television de Bucarest a demande a tous les etudiants en medecine du pays de se rendre dans les hopitaux de la capitale et de Timisoara, ou la situation est la plus critique.
   Victor Jancu, 20 ans, a entendu cet appel. Dans la nuit de vendredi a samedi, il a quitte Cluj et reussi a rejoindre Timisoara, a plus de 300 kms de la, en arretant des camions.
   Quelques visiteurs arrivent a l hopital, portant a la main une petite branche de sapin : a Timisoara aussi, on voudrait feter Noel.

“…sintem deci in 18 decembrie…Pe la orele doua si patruzeci, cind inchideam o operatie–Sava Florica, 33 de ani, vinzatoare la Loto-pronosport in cartierul Fabric, impuscata din mers, in Piata Traian, dintr-un ARO, pacienta prezentindu-se o echimoza cu distrugerea tesuturilor (plaga in diametru de 15 centimetri), a tesuturilor din regiunea epigastrica, inclusiv a muschilor drepti abdominali, cu ruptura a colonului ascendent transvers si a jejuno-ileonului, fiind in stare de soc grav traumatic, hemoragic–, fara sa-mi poti explica nici macar acum cu ce fel de gloante a putut fi lovita, pentru ca nu am identificat nici orificiul de iesire si nici pe cel de intrare, a venit o asistenta de la Chirurgie I, care mi-a spus sa merg la domnul Ignat.”

In early March 1990, AFP reported the declared findings of surgeons in Bucharest, attesting to the fact that many of those wounded on 21-22 December 1989 in Bucharest had been shot with exploding bullets, DUM-DUM bullets.  This is a critical article (and description of an event that I believe has gotten almost no coverage inside or outside Romania).  Lt. Gnl. Traian Oancea, chief of surgery in part of the Central Military Hospital in Bucharest, and Dr. Nicolae “Nae” Constantinescu, chief of surgery at the Coltea Hospital, discussed this at a meeting of the Society of Surgeons in Bucharest.

This was also discussed by Bucharest medical personnel at a 1994 conference:

Nicolae Constantinescu (Spitalul Coltea), in cadrul conferintei care s-a desfasurat marti seara in Amfiteatrul Mare al Facultatii de Medicina din Bucurest, avand ca subiect “Decembrie 1989, in spitalele din Bucuresti”.  Printre invitatii Ligii Studentilor in Medicina, organizatorul acestei conferinte, s-au numarat:  dl. prof. dr. Petre Andronescu, prorector, dl. dr. Constantin Antofie, dl. prof. dr. Marian Ciurel, dl. prof. conf. dr. Dan Niculescu, dl. conf. dr. Nicolae Constantinescu, dl. prof. conf. dr. Ilie Pavelescu, dl. dr. Eduard Geambasu, toti medici chirurgi din Capitala care au fost confruntate cu fluxul de raniti din decembrie 1989.  “Documentatia pe care am avut-o, nu o mai avem,” a spus dl. prof. dr. Marian Ciurel (Spitalul de Urgenta) amintind totusi faptul ca au fost inregistrate date intr-o lucrare de doctorat.  “Putini dintre cei raniti au fost socati psihic,” isi aminteste prof. dr. Petre Andronescu (Spitalul Colentina).  Revolutionari si raniti au primit acelasi tratament, “stim doar ca la o parte din bolnavi s-au schimbat catusi” isi aminteste dl. prof. dr. Marian Ciurel.  Peste 60 la suta din ranitii adusi la Spitalul Coltea erau impuscati lateral sau din spate.  S-a tras si asupra oamenilor care au stat ghemuiti, acestia suferind astfel leziuni complexe.  Pe langa datele statistice prezentate, medicii prezenti au atras atentia asupra naturii leziunilor care, in numar mare, au fost cazate de munitie al carie efect a fost mai mult distrugerea, mutilarea decat scoaterea din lupta.  In acest sens, deosebit de interesante au fost datele prezentate din lucrarea de diploma, a medicului M. Briciu:  “S-a tras cu gloante explozive”. Concluziile ce se pot trage din faptul ca cei adusi in spitale, in intervale de timp distincte, prezentau leziuni corespunzatoare anumitor portiuni din corp, demonstreaza existenta unor ordine asupra locului unde trebuia ochit.  “Cred ca Romania va fi capabila sa constituie acel ecran care sa protejeze de acum inainte natia de asemenea manifestari,” a spus dl. conf. dr. Nicolae Constantinescu, remarcand aspectul benefic al unor astfel de conferinte.

On 1 December 2012, Doru Teodor Maries and Asociatia 21 decembrie 1989 made images of many of the official files investigating the events of December 1989 in Timisoara available on the Internet at http://dosarelerevolutiei.ro/ .  Among the copies available are testimonies from victims of the repression of the communist regime of Nicolae Ceausescu, witnesses of the repression, relatives of the victims of the repression, and members of regime forces that either participated in the repression or were witnesses to it.  These documents allow researchers the ability to confirm or infirm claims made in the Romanian media or accounts published since December 1989.

La data de 28 sau 29 decembrie 1989, col. Lovescu [?] Virgil seful U.M. 0650 mi-a raportat ca…

Col. Lovescu [?] Virgil avea un subordonat a carui sotie-medic a participat la acordarea ajutorului ranitilor in luptele de la Aeroport Otopeni si la transportarea cadavrelor la I.M.L.  Acestea ii relatase sotului ca in buzunarul unui terorist ucis la Otopeni, care era imbracat in trei costume de haine, unul peste altul, s-au gasit cartile de vizita ale lui Emil Bobu si Ion Dinca.

Col. L Virgil mi-a spus ca l-a frapat aceasta informatie si legat de faptul ca la postul de Radio Europa Libera se facuse afirmatie cu Pacepa ar fi precizat ca Ion Dinca se ocupase de pregatirea unor grupuri de teroristi.  Alte date nu pot da intrucit informatia era in curs de clarificare ori la Col. Ratiu [DSS Dir I] ori la Col. Goran [SMB]…

Cunosc [?] faptul ca col. Ardeleanu [sef USLA] era in relatii apropriate cu familia lui Ion Dinca…

3.  Teroristii morti. Desi existenta lor este vehement negata de toate institutiile oficiale, noi sintem in masura sa dovedim ca au existat, si sint suficiente date pentru identificarea lor.

Redam, in continuare, citeva fragmente semnificative din declaratia lui Ion Lungu, seful grupului de luptatori care a asigurat paza Institutului de Medicina Legala incepind din seara zilei de 22 decembrie 1989:

“Cind am preluat paza, pe la ora 20, in morga erau peste 200 de cadavre (cifra oficiala a victimelor represiunii din Bucuresti–pina la inceperea diversiunii teroristilor–este, conform Procuraturii, de numai 50).  Impuscati, taiati, zdrobiti.  Am si acum in fata ochilor chipul unei tinere de 18 ani in craniul careia ramasese o adincitura in care se potrivea perfect patul unui pistol mitraliera.  La IML exista deja o echipa criminalistica formata din procurorul Eugen Vasiliu si cinci ofiteri de militie care se ocupau de cadavre.  Aceasta echipa fotografia mortii neidentificati si afisa pozele la intrare pentru a fi recunoscuti de familii.  Permanent soseau masini care aduceau morti, atit militari cit civili.  Incepind din ziua de 23, au fost adusi, in citeva rinduri, si morti mai ‘speciali’.  Erau adusi numai de masini militare si insotiti de ofiteri.  Toti erau imbracati la fel:  combinezoane de culoare kaki, fara grade sau alte insemne militare, bocanci imblaniti, lenjerie din bumbac.  Toate efectele erau noi.  Procedura stabilita atunci era ca in momentul cind erau descarcati din masini, la rampa de acces din spatele IML, sa fie dezbracati si perchezitionati.  Aceste gasite se predau procurorului Vasiliu si ofiterilor criminalisti.  Armele si munitiile le preluam eu si le predam–pe baza de proces verbal–ofiterului de serviciu de la UM 01046.  Arme si munitii s-au gasit numai asupra acestor morti ‘speciali’.  Cei care ii aduceau spuneau despre ei ca sint teroristi.  Am predat la acea unitate militara cinci pistolete (trei Stecikin si doua Makarov–toate de calibru 9 mm), doua pumnale tip comando si citeva sute de cartuse de 9 mm si 7,62 mm (folosibile la pistolul mitraliera AKM).  Au fost tinuti separat de ceilalti morti, intr-o camera–cred ca inainte fusese garderoba–si cu paza militara la usa.  Mai exista paza militara numai la frigidere, unde era corpul lui Milea.  in camera teroristilor accesul era strict interzis.  Intrau numai procurorul Vasiliu, ofiteri criminalisti, prof. dr. Belis si seful autopsierilor.  Asupra lor, pe linga arme, s-au gasit si acte personale, pasapoarte (unele in alb), tot felul de legitimatii–una din ele era in mod cert falsa, scria ca teroristul mort ar fi fost director la Laromet (de la acea intreprindere nu a murit nici un director)–buletine de identitate noi-noute, diverse ordine de serviciu stampilate in alb.  Toti erau impuscati de rafale (unul era chiar rupt in doua) si prezentau orificii produse de gloante de calibru mare.  Unii din ei aveau tatuaje (unul avea pe piept un vultur), erau tineri (in jur de 30 de ani) si bine facuti fizic.  Cred ca identitatea lor era cunoscuta, altfel nu imi explic de ce fotografiile lor nu erau afisate la panou ca ale celorlalti morti neidentificati.  O data au fost adusi noua intr-o singura masina.  In total, au fost circa 30 de teroristi morti.”

Dupa cum se poate observa este specificata si seria armei.  Ar fi foarte usor, pentru Procuratura Militara, sa afle cine o detinea in decembrie 1989.  Ar trebui sa mai existe, de asemenea, si fotografiile teroristilor morti.  Cadavrele lor au disparut de la IML.  Nu se stie unde.  Poate la Straulesti, poate prin cimitirile eroilor martiri ai Revolutiei.  Pentru ca nu au reusit sa gaseasca nici un terorist, toti procurorii au fost avansati.

See the signed testimony to the contrary by Ion Lungu and Dumitru Refenschi dated 26 December 1989, reproduced in Ioan Itu, “Mostenirea teroristilor,” Tinerama, no. 123 (9-15 April 1993), p. 7. Significantly, according to this document, Dr. Belis had access to the dead terrorists:

Dead Terrorists. Although their existence is vehemently denied by all official institutions, we are able to prove that they existed and have sufficient details to identify them.…We continue with some excerpts of the declaration of Ion Lungu, head of the group of fighters who guarded the ‘Institute of Legal Medicine’ [IML, the main Bucharest morgue], beginning from the evening of 22 December 1989:

“Starting from the 23rd, there were brought, in succession, more ‘special’ corpses. They were brought only by military vehicles and were accompanied by officers. They were all dressed the same: kaki uniforms, with or without military insignia, fur-lined boots, cotton underwear. All the clothes were new. The established procedure at that point was that when the bodies were unloaded from the trucks, at the ramp to the back of the IML, to be disrobed and inspected. The documents found were released to Prosecutor Vasiliu and criminology officers. The weapons and munitions we found and surrendered—on the basis of a verbal procedure—to the officer on duty from UM 01046. Weapons and ammunition were found only on those ‘special’ corpses. Those who brought them said that they were terrorists. I turned over to this military unit five pistols (three Stecikin and two Makarov—all 9 mm caliber), two commando daggers and hundreds of 9 mm and 7.62 mm cartridges (compatible with the AKM machine gun). They were held separately from the other corpses, in a room—I believe that it used to be the coatroom—with a guard at the door.…

Access to the room with the terrorists was strictly forbidden. Only Prosecutor Vasiliu, criminologist officers, Dr. Belis, and the chief of autopsies could enter. On top of them, next to the arms, there were personal documents, passports (some blank), all types of identity cards—one of them was clearly false, it stated that the dead terrorist was the director at Laromet (at that plant no director died)—identity cards that were brand new, different service stamps in white. All had been shot by rifles (one was severed in two) and showed evidence of gunshots of large caliber. Some had tattoos (they had vultures on their chests), were young (around 30 years old), and were solidly built. I believe that their identity was known, since otherwise I can’t explain why their photographs were attached to those of unidentified corpses. They were brought to us in a single truck. Thanks to Miodrag Milin (and ASOCIAŢIA MEMORIALUL REVOLUŢIEI 16-22 DECEMBRIE 1989, TIMIŞOARA), the tapes of the Timisoara trials of 1990-1991 have been transcribed and made available to the public.  These transcripts are highly valuable for the researcher of the December 1989 Romanian Revolution.  To my knowledge, much of this information has never made it into the public domain, and much of the most important information has definitely not.

We know that some of those shot with dum-dum explosive bullets on the streets of Timisoara on 17 December 1989 were shot by unidentified individuals riding in ARO vehicles.  Below are three cases.

1) Irish Television (RTE) captured what were apparently the last hours of Florica Sava’s  tragic end.  Warning:  the scene from 11:00 to 11:30 is graphic and unsettling.

“…sintem deci in 18 decembrie…Pe la orele doua si patruzeci, cind inchideam o operatie–Sava Florica, 33 de ani, vinzatoare la Loto-pronosport in cartierul Fabric, impuscata din mers, in Piata Traian, dintr-un ARO, pacienta prezentindu-se o echimoza cu distrugerea tesuturilor (plaga in diametru de 15 centimetri), a tesuturilor din regiunea epigastrica, inclusiv a muschilor drepti abdominali, cu ruptura a colonului ascendent transvers si a jejuno-ileonului, fiind in stare de soc grav traumatic, hemoragic–, fara sa-mi poti explica nici macar acum cu ce fel de gloante a putut fi lovita, pentru ca nu am identificat nici orificiul de iesire si nici pe cel de intrare, a venit o asistenta de la Chirurgie I, care mi-a spus sa merg la domnul Ignat.”

Vanzatoare, 25 de ani.  Impuscata dintr-un ARO de culoare kaki, ce se deplasa dinspre pod, de la Piata ,Badea Cartan’, spre Fabrica de Bere.  Ranita in bazin, cu glont exploziv, e pensionata.  Langa ea a murit o femeie.  Au fost, de fapt, primele persoane impuscate pe aceea strada.

Georgeta Carpin regretă morţii din decembrie 89

După 20 de ani de la Revoluţie, până în 20 decembrie când Timişoara a fost declarat oraş liber de comunism, redacţia Adevărul de Seară vă prezintă 20 de poveşti despre 20 de familii timişorene care au plătit cel mai scump preţ pentru cei 20 de ani de libertate: viaţa. Astăzi: povestea familiei Carpin.

Dănuţ Carpin era parchetar, iar duminică avea de făcut o lucrare de palux, la un apartament. Acolo s-a decis să meargă împreună cu prietenii la demonstranţie. Acesta a ajuns într-un grup care se deplasa spre Facultatea de Agronomie, aflat la intrarea în oraş. În faţa Uzinei de Textile, din Calea Aradului, s-a aflat un cordon al armatei, care nu lăsau pe nimeni să iasă sau să intre în oraş.

În momentul în care soldaţii i-au somat pe manifestanţi, dintr-un ARO s-a scos o mitralieră pe geam şi au început să tragă. Dănuţ a fost lovit de un glonţ în burtă, a făcut hemoragie şi a murit”, a declarat Georgeta Carpin.

Celebrul ARO al Ministerului de Interne şi-a făcut apariţia în mai multe zone ale oraşului, în zona Podului Decebal, în Piaţa Maria şi în Piaţa Traian. Din mărturiile martorilor, cei din ARO, îmbrăcaţi în salopete ale gărzilor patriotice, ridicau manifestanţi şi îi duceau în aerestul miliţiei judeţene.
Cei care au tras au rămas neidentificaţi. Se pare însă că era vorba de un echipaj al Unităţii Speciale de Luptă Antiterostistă, pentru că numai ei aveau în dotare acest tip de ARO, blindat.

În scurt timp de la deschiderea focului, la faţa locului a sosit o salvare, care l-a dus pe Dănuţ Carpin la Spitalul Judeţean. „Prietenii lui mi-au spus că a murit. Pe 20 decembrie m-am dus la judeţean. Vroiam să iau cadavrul să-l îngrop, dar nu am găsit nimic. A dispărut. La fel şi registrele”, a mai povestit Georgeta Carpin.

Psihoza gropilor comune

A urmat psihoza gropilor comune printre cei care şi-au pierdut persoanele dragi. Sute de oameni au luat la colindat cimitirele. S-a săpat în căutare de împuşcaţi în cimitirul Eroilor, în cimitirul săracilor şi pe o tarla din cartierul Freidorf. Au şi fost găsite câteva persoane împuşcate!
Corpul lui Dănuţ Carpin s-a aflat printre cele 43 de cadavre care au fost furate de securitatea şi duse cu un camion frigorific de la Comtim, la crematoriul Cenuşa, din Bucureşti.

De abia în ianuarie 1990 s-a aflat ce s-a întâmplat cu morţii. „Pentru că nu avea acte la el, în foaia întocmită de medic au fost trecute doar semnalmentele şi cum era îmbrăcat. Scria că e o persoană neidentificată! Era descris pantoful, pantalonii, geaca”, a mai declarat Georgeta Carpin.

„Păcat de cei care au murit”

După 20 de ani de la acele evenimente, Georgeta Carpin este extrem de dezamăgită. Pentru ea, Revoluţia nu a adus mult aşteptata schimbare. „Păcat de acei tineri care au murit. Nu este o mare schimbare. Tot acolo locuiesc unde am stat şi înainte de 89. Nu am altă locuinţă, nu am maşină, nu am nimic. Poate aş fi avut mai multe dacă ar fi trăit el”, a mai declarat Georgeta Carpin.

Aceasta susţine că nu a primit nici până astăzi nu a primit pământul promis de Primărie, pentru copilul lor. „Spun că suntem în evidenţa lor, dar nu au terenuri libere acum”, a mai declarat Georgeta Carpin. Femeia merge în fiecare an în pelerinaj la Bucureşti, la crematoriu şi în Popeşti Leordeni, locul unde a fost aruncat cenuşa celor arşi.

Doi morţi şi nouă răniţi în “Aradului”

În sinteza Parchetului Militar, despre evenimentele din 17 decembrie, din Calea Aradului, se spune că un detaşament de 50 de militari de la UM 01008 comandat de maiorul Surdu Dănuţ şi maiorul Negovan Petrică, au primit ordin să asigure paza Intreprinderii Textile.

În jurul orelor 22 o coloană de manifestanti s-a deplasat pe Calea Aradului, spre ieşirea din oraş. Când coloana s-a apropiat la circa 100 metri de poarta intreprinderii, militarii, care nu au cunoscut intenţiile demonstranţilor, au somat prin voce şi foc de avertisment. Demonstranţii s-au refugiat spre imobilul la parterul căruia se afla librăria Tudor Arghezi”.

Pe fondul deschiderii focului de către militari, din spatele coloanei de demonstranţi, persoane neidentificate aflate într-un ARO au tras împotriva manifestanţilor. În zonă au fost împuşcate mortal două persoane şi rănite nouă.

TIMISOARA 17 decembrie 1989

Declaratie Kali Adrian Matei: nascut in 30 iulie 1968 la Timisoara, muncitor la IJPIPS (1989), impuscat in spate

In 17 decembrie am mers la lucru, unde lumea spunea ca huliganii au distrus orasul, ca s-a strigat “Jos Ceausescu!”, “Jos pantofarul!”. Eu am tacut, am asteptat sfirsitul programului, apoi am plecat acasa. Tramvaiele nu circulau. Ajungind la “Sinaia” am vazut o duba a militiei care circula si facea apel la intelegerea noastra. De la biserica ortodoxa la podul de la “Maria” circulatia era posibila pe o singura parte, geamurile de la magazine erau sparte si inlocuite. Un cordon de militari de securitate oprea accesul pe partea unde e biserica reformata. Ocolind, am vazut ca si in spatele strazii lui Tokes se aflau camioane cu prelata si doua masini ARO blindate, cu mitraliere jumelate. Linga ele, 6 persoane cu salopete verzi si casti.

Cind am ajuns pe pod am vazut la lumina becului de pe stilp ca sint impuscat in piciorul drept. A inceput sa ma doara groaznic. M-am indreptat mai mult in fuga cu piciorul drept tiris cu gindul sa ajung la depoul de tramvaie, dar cind am traversat b-dul Leontin Salajan am fost interpelat de o masina ARO in care erau doi indivizi. Unul mi-a spus sa urc in masina, in spate. Am intrebat pentru ce si mi-a dat de inteles ca ma impusca daca nu fac ceea ce-mi cere. Acel individ era imbracat cu un costum inchis (gri) si pe cap palarie neagra. Sub haina mi-a dat de inteles ca are o arma, deoarece a dus mina dreapta spre haina. Mi-a deschis usa spunindu-mi ca nu se intimpla nimic, voi da o declaratie si imi da drumul. Dupa ce am urcat am vazut ca in ARO erau trei persoane intinse cu fata in jos. Mi-a ordonat sa ma culc peste ei. Eu m-am facut ca ma supun ordinului dar dupa ce a inchis usa m-am asezat pe bancheta din dreapta unde am inceput sa ma gindesc ca s-a apropiat sfirsitul zilelor mele. ARO-ul a intrat in curtea militiei judetene. Aici au deschis usa din spate si au spus jos. Eu am coborit primul, iar dupa mine ceilalti trei. Am fost predati la un militian solid si inalt care era impreuna cu doi militari de militie insotiti de bite proaspat facute. Militianul i-a intrebat pe cei ce ne-au adus “acestia ce au facut?”, la care cel ce ne-a deschis usa ARO-ului i-a spus rizind ca au vrut sa ia scaunul lui Ceausescu.

Sinteza Parchetului Militar despre revolutie: “Dosarul nr. 252/P/1992 – privind evenimentele ce au avut loc in 17 decembrie 1989 pe Calea Aradului din Timisoara.

In seara zilei de 17.12.1989, un detasament de 50 militari de la UM 01008 Timisoara comandat de maiorul Surdu Danut si maiorul Negovan Petrica, au primit ordin sa asigure paza Intreprinderii Textile Timisoara. Misiunea a fost ordonata de comanda UM 01024 Timisoara, la solicitarea conducerii intreprinderii.

In jurul orelor 22 o coloana de manifestanti s-a deplasat pe Calea Aradului, spre iesirea din oras. Cind coloana s-a apropiat la circa 100 metri de poarta intreprinderii, militarii, care nu au cunoscut intentiile demonstrantilor, au somat prin voce si foc de avertisment. Demonstrantii s-au refugiat spre imobilul la parterul caruia se afla libraria “Tudor Arghezi”.

Pe fondul deschiderii focului de catre militari, din spatele coloanei de demonstranti, persoane neidentificate aflate intr-un autoturism ARO au tras impotriva manifestantilor. Acest aspect este confirmat de martorii oculari si de 3 dintre raniti.

In zona au fost impuscate mortal 2 persoane si ranite 9.

Martorul ocular Mosiesei Petru declara ca cei doi decedati au fost impuscati de persoane necunoscute ce se aflau in acel ARO. Martorul Vidican Mihai, fost ofiter de securitate, declara ca in prezenta sa, un lucrator M.I. a afirmat ca a tras dintr-o masina pe Calea Aradului in 17.12.1989″.

Era ora 19,10. Am plecat spre Badea Cirtan cu gindul sa spun la sefa mea ca nu se mai poate aduce nici un tramvai. In apropiere de podul de peste Bega a venit dinspre Piata Badea Cirtan un camion cu militari foarte galagiosi. Camionul se deplasa cu viteza redusa si a virat in directia mea. Cind a ajuns linga mine mi s-a ordonat de catre acei militari: stai!, si eu am stat. Ei au ris si au deschis focul asupra mea, in acelasi timp mi-au strigat: fugi! Am simtit arsuri in par pe cap si lovituri pe spate. Dupa aproximativ 3-4 metri am cazut jos. Am auzit strigind doua femei ca l-ati omorit ucigasilor, dar eu m-am ridicat si am incercat sa fug spre Badea Cirtan. Am cazut si iar m-am ridicat. Nu stiam ce se intimpla cu mine. Cind am ajuns pe pod am vazut la lumina becului de pe stilp ca sint impuscat in piciorul drept. A inceput sa ma doara groaznic. Militianul i-a intrebat pe cei ce ne-au adus “acestia ce au facut?”, la care cel ce ne-a deschis usa ARO-ului i-a spus rizind ca au vrut sa ia scaunul lui Ceausescu. Ne-a impins de spate catre intrare unde ne asteptau bitele care in mai multe reprize s-au ridicat si s-au coborit pe capul meu. Nu stiu de ceilalti pentru ca eu nu mai vedeam si nu mai auzeam nimic din cauza durerii de la lovituri si de la piciorul impuscat. Glontul imi strapunsese incaltamintea, talpa piciorului iesind prin talpa incaltamintei. Se pare ca am cazut jos. Pentru citeva secunde mi-am pierdut constinta. Ma aflam intr-un hol la un demisol unde erau unde erau alti militari de militie cu aceleasi bite in mina care mi-au ordonat sa intru intr-o incapere. Si de aceasta data am fost lovit cu bitele. Odata intrat in aceasta camera de la subsol mi s-a ordonat culcat cu burta in jos. Pe jos era un praf alb (var sau creta) si stropit cu apa. M-am culcat pe jos. Nimerind linga un calorifer, am bagat capul sub calorifer. Mentionez ca la circa 20-30 minute aveam noi veniti, astfel camera era arhiplina cu demonstranti batuti groaznic. Toti aratau foarte rau. Am fost batuti cam din 40-45 minute la rind fara sa fim intrebati macar un cuvint. Eram batuti in cap si in stomac de catre militarii care apartineau militiei.

This revelation by former Army soldier Liviu Stefanut suggests fairly clearly that those in the ARO vehicle spotted on 24 December 1989 in Timisoara were Interior Ministry employees.

“Un ARO care aduce moartea”

Revenind la duminica aceea de 24 decembrie, lucrurile au inceput sa se mai linisteasca.  Am iesit in oras la barajele facute de soldati impreuna cu civilii.  Deja fraternizasem…Pe la ora prinzului, dinspre gara Timisoara Est catre unitatea noastra, pe strada Borzesti, venea un ARO al MI.  Numai ei aveau in dotare tipul acela de masini blindate [e vorba de un ABI ?], cu turela si mitraliera.  Eu eram cu niste civili, cu un ofiter slabut si inalt de la batalion si un maistru militar mai in varsta.  Am oprit masina.  Inauntru erau 3 sau 4 barbati imbracati cu haine de Garzi Patriotice, fiecare cu cate un pistol mitraliera tip MI, cu pat ratabil si teava scurta, munitie si saculete de strans tuburile (!!).  Astia ne-a pus pe ganduri pentru ca cine trage cinstit nu era interesat ca un glont isi pierde tubul pe unde s-a tras, fara sa fie recuperat…Pe cand saculetele acelea se amplasau pe arma pentru a putea fi sigur ca recuperezi toate tuburile de la cartusele trase si nu lasi urme…De asemenea, mitraliera de la turela avea banda cu cartuse montata…Masina a fost retinuta si ei dusi la unitatea noastra.  Interesant este ca, in urma cu vreo doua ore, niste civili ne-au relatat ca, la o coada la lapte–undeva in zona–s-a tras asupra oamenilor dintr-un ARO blindat, cu mitraliera…Asta se intamplase pe la Calea Aradului, cam la 1 km si ceva de noi.  Masina pe care o oprisem era exact la fel cu cea din care ni se relatase ca s-a tras.  Dar, puteau fi si mai multe masini de acest fel.

ARABESQUE: Arab Terrorists in the December 1989 Romanian Revolution

Chiar daca stim din Inginer Hristea Teodor, fost lucrator in fosta unitate speciala “P” din DSS “USLA s-a transformat in teroristi” ca “In 23 dimineata am tinut o sedinta cu efectivul. Noi suntem ca orice unitate de cercetare si productie (microproductie). Am dat ordin ca documentatiile tehnice cu continut de secret si strict secret sa fie adunate intr-o zona considerata mai sigura. Gen. Militaru s-a referit la transferul unor unitati de la MI si securitate la MApN. A spus ca USLA s-a transformat in teroristi. si stim ca intr-un document cu data de 1 martie 1990, seful de cabinet al directorului Generalul Iulian Vlad, Ion Aurel Rogojan, a fost solicitat sa scria care a fost rolul lui USLA in decembrie 1989 si care a fost relatia intre DSS si unitatea speciala “al-Fatah” a OEP.  In legatura cu solicitarea aceasta, Rogojan a scris despre antrenare cadrelor USLA sub colonelului (r) Firan cu grupa aceasta, pe baza de un protocol semnat in 1979-1980.  (vezi reprooducerea documentului in articolul lui E. O. Ohanesian, “Pe stil vechi-colonel de securitate, pe stil nou-general NATO,” Romania Libera, 8 April 2004),

si chiar daca fost ofiter de Directia 1 a Securitatii la Timisoara Roland Vasilevici a scris…

“Prioritate aveau camerele studentilor straini, in special arabi, care erau ocupate, in mare masura, de indivizi pregatiti prin diverse tabere internationale de antrenament si de instruire terorista sau prin Muntii Fagaras.  Acestia aveau misiunea sa coopereze si cu ofiterii de Securitate, din cadrul U.S.L.A., sectorul de “informatii”, care isi avea “sediul legal” in Timisoara la ultimul nivel al cladirii din Bulevardul Leontin Salajan…Intrucit acestia vorbeau mai mult araba, s-a instituit o sectie de lingvistica cu acest profil de studiu la Scoala de ofiteri de Securitate de la Baneasa, unde fiica lui Ion Dinca (temutul “pumn de fier” al ex-presedintelui, supranumit “te-leaga”) era sefa de catedra.

De foarte multe ori s-a emis si ipoteza ca, in total secret, multi dintre acesti studenti straini, care ii venereaza pe Allah, pe Mahomed sau pe urmasii sai:  Abu-Bekr, Omar, Otman si Ali, fie ca sint palestinieni, irakieni sau libieni–toti beneficiarii unor burse romanesti–ar constitui un “COMANDO” condus de Bucuresti, bine pregatit, menit sa apere, in caz extrem, perechea prezidentiala romana, in schimbul sprijinului acordat de Ceausescu patriei lor, prin donatii de armament, munitii, alimente, si tehnologie de virf importata din Vest.  Revolutia a confirmat aceste suspiciuni, desi adevarul se va cunoaste peste cincizeci de ani, tainuirea avind o motivatie economica, inerenta conjuncturii actuale, cind multi muncitori romani lucreaza pe unele santiere arabo-africane, in zona Golfului…”

Cei din U.S.L.A. si unii studenti straini, alaturati lor, trageau cu niste cartuse speciale, care, la lovirea tintei, provocau noi explozii.

in schimb, ei au incredere in procurorul Dan Voinea, cel care a descoperit nici teroristi, nici gloante dum-dum, nici simulatoare, nici razboi-electronic, cu alte cuvinte aproape nimic in legatura cu decembrie 1989…

sau in procurorul Teodor Ungureanu, care se pare crede in teroristi, dar numai daca au fost furnizate de catre aramata (mai ales DIA)…in nici un caz, n-au fost securisti sau mercenari arabi…

Ungureanu ne spune ca el a asistat la audierea “teribilul terorist OWT”…si ca OWT n-a fost nici terorist, nici arab…(sigur domnule, totusi e interesant ca omul nu scrie numele OWT, fiindca stim ca numele cu litera “W” este cum sa zicem foarte rar si in romana si in maghiara…dar nu e asa de rar in numele arab de exemplu, Walid sau asa ceva…deci cum se cheama OWT in realitate?  oricum aici este frumoasa poveste a lui Teodor Ungureanu)

“TEORISTUL OWT”. La un moment dat seful colectivului (M. Popa-Cherecheanu) ne-a chemat in biroul unde se gasea si am asistat la audierea “teribilului terorist OWT”, despre care, in tabelele puse la dispozitie de un ofiter MApN, se consemnase faptul ca fusese retinut in apropierea ministerului, avand un comportament suspect si necunoscand limba romana. Dupa cateva minute de tatonari, s-a constatat cu stupoare ca “teroristul” nu era decat un biet om cu grave deficiente de vorbire, pe fondul unei evidente afectiuni insotita de retard intelectual (neputand sa mormaie decat niste sunete care s-ar fi putut transcrie, fonetic, prin majusculele mai-sus amintite)… Asupra barbatului pipernicit si jerpelit din fata noastra nu se gasise nici arma si nici vreun alt lucru compromitator. De altfel, acesta nu a fost singurul sau cel mai “gogonat” caz dintre cele pe care aveam sa le intalnesc atunci. Am vazut cu ochii mei consemnat, in tabelele intocmite la minister, faptul ca un barbat cu figura mai negricioasa (banuit a fi fost arab) isi pierduse libertatea pentru ca alergase dupa… tramvai! In acele zile si nopti au fost retinuti mai multi cetateni straini, studenti arabi la diferite facultati bucurestene. Pe unii i-am vazut si eu, la MapN. Fusesera retinuti in strada sau in locuintele lor ori ale prietenelor din cartierul Drumul Taberei. Asa se face ca unul dintre acestia, student medicinist, daca nu gresesc, era total “neinspirat” imbracat pentru un anotimp rece… De departe, cel mai “interesant” caz a fost cel al unui alt student de origine araba, parca iranian, care fusese molestat destul de puternic si acuza o fractura costala. Era de-a dreptul comic modul in care se chinuia, pe un dialect colorat, sa ne explice ca “la taru meu trecut doi revoluti si ei nu coasta rupt!”…

Hai sa trecem la martuiri mai credibili si putini influentati de politica partizana si securista… despre teroristi arabi vazuti sau arestati:

1) Dl. Savin Chiritescu

Vreau sa arat ca subsemnatul si mai multi colegi din aceeasi unitate de tancuri [UM 01060 Bucuresti-Pantelimon] am capturat teroristi arabi (dintre care unul ne-a spus ca este din Beirut) inarmati, pe care i-am predate la Marele Stat Major. Unul era student, am gasit asupra lui un pistol mitraliera de calibrul 5.62 seria UF 060866, cu cadenta de ambreiaj, lung de vreo 40 cm, portabil pe sub haine: arma parea facuta dintr-un plastic foarte dur, cu exceptia tevii si a mecanismului de dare a focului. “

22 decembrie 1989, la unitatea militara 010__ de la marginea padurii Branesti.

Padurea Branesti adaposteste unul din cele mai mari depozite de munitie din jurul capitalei.  Se spune ca o explozie la acest depozit ar rade cartierul Pantelimon de la capatul tramvaiului 14.

Spre seara a inceput sa se traga asupra unitatii dinspre calea ferata.  Se tragea in orice folosindu-se armament de calibru mic si pusti automate.  Dupa focul de la gura tevii pareau 3 persoane ascunse dupa rambeul cai ferate care au deschis foc cu scopul de a creea panica.

Soldatii au iesit din dormitoare si s-au adapostit in parcul auto pe sub camioane.

Nu se putea sta in cladiri, “teroristii” trageau in geamuri.

Desi se daduse alarma in acea zi mai devreme nimeni nu era pregatit sa riposteze decit cei aflati in garda.  Un grup de soldati cu subofiteri si ofiteri echipati cu AK 47, si pistoale TT au pornit la un atac prin invaluire.

Toti au ajuns in amplasamentele stabilite fara incidente, la adapostul intunericului dar si pentru faptul ca intrusi erau mai mult ocupati sa mentina foc consistent asupra unitatii.

La un moment dat soldatii au deschis focul, lupta a durat mai putin de 10 minute.  Micutele lor UZ fara precizie la distanta nu au facut fata la renumitul AK 47

Unul dintre teroristi a fost impuscat in cap iar ceilalti doi au fost raniti cind incercau sa fuga peste cimp in directia opusa unitatii militare.

Cei trei au fost transportati la corpul de garda unde s-a aprins lumina (pina atunci unitate fusese in bezna) si s-a constatat ca unul dintre cei doi suprevietuitori era de fapt femeie.

Toti erasu maslinii la fata, imbracati in combinezoane negre si ce doi suprevietuitori raniti se vaitau spunind ceva in limba araba.

Dupa o jumatate de ora un a sosit un ARO al armatei care s-a spus ca a venit de la statul major al diviziei si i-a luat pe toti trei.  Dupa citeva zile toti soldatii care au participat la actiunea de noaptea aceea au fosti pusi sa semneze o declaratie prin care se angajau sa nu divulge nimic din ce s-a intimplat.

Toate acestea sint adevarate si usor de verificat.”

3) Citeva cazuri in engleza

“Terorist cu un portfel cu pasaport libian si o adevarinta de tipul celor care inlocuiesc buletinul…impuscat mortal in fostul sediu al CC al PCR in seara zilei de 22 decembrie 1989…asupra lui au fost gasite un pumnal militar si un pistol ‘Makarov’ seria DL 7028 ” Weapons similar to those of Directorate V-a and the USLA could have shown up anywhere during the Revolution, in anybody’s hands, but what is interesting is among whose hands they did show up. Official Army documents and recollections by Army participants in the early 1990s show that a citizen with a Libyan passport in his billfold shot in the CC building on the night of 22 December was found in possession of a 9 mm“Makarov” pistol…a pistol whose serial number was traced back to a V-a member who claimed that he had “thrown it away” earlier that afternoon.<!–[if !supportFootnotes]–>[109]<!–[endif]–>

4) Cazul Brasov

Pe pagina 3, ziaristul scrie despre gloante de calibru special, cap vidia sau exploziv.
Pe pagina 4, despre un individual la cantina partidului imbracat in negru, cu o pusca cu teava scurta, gloante 7,62 mm dar explozive, despre gloante de “grosimea unui creion, de culoarea aluminumului.”
Pe pagina 5, ca au fost arestati 5 indivizi suspectati ca teroristi, 3 arabi si 2 romani…

5) Cateva martuiri din forumisti..

Am fost martor ocular la capturarea unui terorist (dupa culoarea tenului as jura ca era arab) care folosea un PSL si tragea in populatie… a fost prins viu si batut sub ochii mei de catre armata, apoi luat pe sus intr-un camion, tot de armata… zilele urmatoare s-a continuat sa se sustina sus si tare la radio/TV ca NU au existat teroristi, sau ca nu s-au dat prinsi! Sigur, si-a cumparat PSL-ul de la magazinul universal… dar politica a dictat ca este mai bine pentru interesul meu propriu si personal sa nu se spuna adevarul, nu?
Mai bine imi vad de ale mele.

– pe la data de 24 parca, am fost martora vizuala cand soldatii au capturat un lunetist arab (brunet si vorbea stricat romaneste) – folosea vestita Pusca Semiautomata cu Luneta (PSL – parca romaneasca) modificata din ak47. Sunt sigura ca fusese folosita, si nu pentru a-l ajuta la deplasare. L-au suit intr-un camion si l-au dus cica la comandamentul unui oras mare (Brasov). Ulterior s-a spus peste tot ca NU au fost implicate forte straine, sau daca au fost, ca nu exista nici un fel de urme care sa dovedeasca asta. Pentru mine a fost momentul in care am inceput sa cred ca inghit o gogoasa cu ulei impotriva vointei mele;

22/23.12.1989
In noaptea de 22/23 decembrie 1989, aflandu-se in sediul MApN, in jurul orelor 22,00, a inceput un armat, in forta, asupra MApN, din Complexul “Orizont” si dinspre blocurile din stanga si dreapta acestuia. Dupa modul cum au actionat si dupa cum aratau victimele dintre militarii care au aparat peste noapte obiectivul (impuscati in cap sau in zona capului), au concluzionat cu totii ca s-a tras cu arme cu luneta cu dispozitiv de infrarosii. Se afla impreuna cu lt. maj. Grigoras de la S.M.B., cpt. Arusoaie de la Unitatea speciala “T” si alte cadre.
Atacul asupra sediului MApN s-a desfasurat cu fanatism, unul dintre atacatori a sarit gardul inarmat doar cu un cutit, a fost impuscat, iar dimineata l-a vazut de la circa 5-6 metri si afirma ca avea infatisare de arab (ten masliniu, parul si mustata negre si crete). Se spunea ca nu avea asupra sa documente de identitate.
In noaptea de 23/24 decembrie 1989, aflandu-se la locuinta mamei sale, a vazut pe geam cum actionau trei teroristi, atacand sediul MApN Erau in uniforme de armata, cu caschete si actionau astfel:
– fugea cate unul spre chioscul LOTOPRONOSPORT din fata MApN, trageau doua-trei focuri, apoi fugeau inapoi; intre blocuri;
– apoi, in grup, unul tragea spre MApN, iar ceilalti doi trageau in sus cu trasoare.
Despre acest lucru a telefonat si informat la MApN pe maiorul Colt.
NOTA: Relatarile ofiterului se coroboreaza cu declaratiile surorii sale Mihaila Sanda Cristina cu domiciliul in Bucuresti, Aleea Poiana Mare nr. 8, bloc B9, apart. 47, sector 6.

In ziua de 29 decembrie 1989 a aflat de la vecinul PIPOI REMUS, care locuieste la etajul 2, sub apartamentul lui, ca a vazut mai multe persoane tragand spre Ministerul Apararii Nationale, despre care era convins ca nu erau romani. I s-a parut ca ar fi arabi. Trageau cu niste pistoale automate mici.

COMANDOURILE USLAC

Cei care au avut si au cunostinta despre existenta si activitatea fortelor de soc subordonate direct lui Ceausescu, au tacut si tac in continuare de frica, sau din calcul.  S-au spus multe despre indivizii imbracati in combinezoane negre, tatuati pe mina stinga si pe piept, fanaticii mercenari care actionau noaptea ucigind cu precizie si retragindu-se cind erau incoltiti in canalele subterane ale Bucurestiului.  S-au spus multe, iar apoi au tacut ca si cind nimic nu s-ar fi intimplat.

Suprapuse Directiei a V-a si USLA comandourile USLA erau constituite din indivizi care “lucrau” acoperiti in diferite posturi. Erau studenti straini, doctoranzi si bastinasi devotati trup si suflet dictatorului.  Foarte multi erau arabi si cunosteau cu precizie cotloanele Bucurestiului, Brasovului si ale altor orase din Romania.  Pentru antrenament aveau la dispozitie citeva centre de instruire subterane:  unul era in zona Brasovului, iar altul–se pare–chiar sub sediul fostului CC-PCR, poligon care au dat–din intimplare citiva revolutionari in timpul evenimentelor din Decembrie.

Some of those shot as “terrorists” turn out to have been wearing “black jumpsuits.” Bucking the hegemony of official, elite interpretations denying the very existence of the “terrorists,” a poster calling himself “Danka” posted the following on the Jurnalul National web forum in April 2006:

“22 decembrie 1989, military unit 010_ _ at the edge of the Branesti forest.

The Branesti forest houses one of the largest munitions depots around the capital. It is said that an explosion at this depot would destroy the Pantelimon neighborhood from the beginning of the no. 14 tram [route]. Towards evening gunfire opened on the unit from the railroad. Everything was a target, [and] small caliber arms and semi-automatic weapons were being used [emphasis added; note: possible reference to 5 mm weapons]. Based on the flashes from the gun-barrels it appeared that there were 3 persons hiding among the tracks who opened fire with the goal of creating panic. The soldiers came out of their barracks and set up in the car-park under trucks. They couldn’t stay inside the buildings, “the terrorists” were shooting the windows [out]. Even though an alert had been given earlier in the day, nobody was prepared to respond except those on duty. A group of soldiers with officers and n.c.o.s equipped with AK-47s, and TT pistols launched an attack from the surrounding area. All reached their destined locations without problem by nightfall, in part because the intruders were preoccupied with maintaining a continuous gunfire on the unit. At a given moment, the soldiers opened fire, the gunfight lasted less than 10 minutes. Their little UZIs weren’t equipped for long-distance and thus could not stand up to the renowned AK 47. One of the terrorists was shot in the head, while the other two were wounded when they tried to flee through a field leading away from the military unit. The three were transported to the guard post where the lights were turned on (until then the unit had been in complete darkness) and we realized that one of the two survivors was in fact a woman. All three were olive-skinned, clothed in black jumpsuits [emphasis added] and the two wounded survivors struggled to say something in Arabic. After a half hour an ARO [vehicle] of the Army arrived saying they had come from the Chief of Staff’s Division and they took all three. After a few days all the soldiers who participated in the activities of that night were made to sign a declaration pledging not to divulge anything about what had happened. All of this is true and can easily be verified.”[54]

Finally, there are the recollections of eyewitnesses, a decade and a half later, who—despite the onslaught of cynicism toward such ideas—continue to maintain they saw what they thought they saw…

“I was an eyewitness to the capture of a terrorist (based on the color of his tan I’d swear he was Arab) who was using a PSL [i.e. sharpshooting rifle, a lunetist] and firing into the population…he was taken alive and beaten in front of my own eyes by the Army, then taken up into a truck, also by the Army…in the following days they continued to sustain over and over on radio and TV that there did NOT exist any terrorists, or at least that none had been captured…Yeah, I’m sure this guy bought his PSL at the ‘Universal’ department store.”

“On the 24th I think, I was an eyewitness when soldiers captured an Arab sharpshooter (brown[-skinned] and he spoke broken Romanian)—who was using the famous “Pusca Semiautomata cu Luneta” (PSL—apparently Romanian) modified from an AK47. I’m sure that he had used it, and not just to help on his travels. They whisked him away in a truck and they brought him to the command [post] of a large town (Brasov). Later it was said that foreign forces were NOT implicated, or if they were, that there were no traces to prove it. For me, that was the moment in which I began to believe that I was having a lie forced down my throat.”<!–[if !supportFootnotes]–>[26]<!–[endif]–>

So far in this piece, we have seen references to the arrest or killing as “terrorists” of the following as apparent foreigners, notably Arabs: 1) the arrest of one with a PSL in Bucharest, 2) the arrest of another with a PSL, apparently somewhere near Brasov, 3) the revelations of soldiers who killed and arrested several in the Pantelimon area of Bucharest (I will consider these two revelations one and the same for our purposes here). Years after the Revolution, there are still claims that Arabs were captured elsewhere: in 2005, Catalin Radulescu told a journalist that “two Arabs were caught in Pitesti, dressed in combinezoane negre [emphasis added], and armed with Carpati pistols.”<!–[if !supportFootnotes]–>[81]<!–[endif]–> Later we will see reports written by two Securitate officers immediately after the events—apparently required of them by Army officials—attesting to the killing of Arab “terrorists” in the area around the Defense Ministry building in Bucharest. We shall also see how a weapon registered to a member of the Securitate’s Fifth Directorate just happened to show up in the hands of a man with a Libyan passport in his billfold who was shot in the Central Committee building in Bucharest on the night of 22 December.

Indeed, the presence and activity of these foreign, apparently mostly Arab terrorists, was almost prosaic. Liviu Viorel Craciun (appropriately enough craciun means “Christmas”), the so-called “First Interior Minister of the Revolution” in one of the protogovernments that tried to form in the CC after the Ceausescus fled and—a source of much confusion in research on the events (more on this below)—a former USLA officer until 1986, reported that on 28 December 1989: “…in the morning five cadavers were collected and a rough count was made, out of the five terrorist cadavers found in the street, two belonged to Arab mercenaries…The shot terrorists could not be identified and they did not seem to interest anyone.”<!–[if !supportFootnotes]–>[82]<!–[endif]–>

So what was the role of foreigners, specifically Arabs, in the Revolution? Interesting in this regard is a report dated 1 March 1990 by Lt-Colonel Ion Aurel Rogojan, who in 1989 was Securitate Director General Vlad’s chief of cabinet staff. As B. Mihalache speculates somebody must have been interested in this question, “since Rogojan was ordered to write a report on it.”<!–[if !supportFootnotes]–>[83]<!–[endif]–> Rogojan wrote in his 1 March 1990 report that he “has knowledge of the fact that between the Department of State Security and the ‘Al Fatah’ Security [service] of the Palestinian Liberation Organization there existed relations of cooperation based on a protocol.” Rogojan continues in this report:

“At the same time, some activities for the training of USLA cadres abroad were carried out (the group was led by reserve colonel Firan, former chief of general staff of the mentioned unit). The protocol was established in the period 1979-1980 and a copy can be found in the protocol relations division of the former Independent Judicial Secretariat Service of the DSS [i.e. Securitate]. In connection with the existence of this protocol, I was asked in recent weeks, by Colonel Ardeleanu Gheorghe, USLA Commander. The Special Unit for Antiterrorist Warfare was coordinated on behalf of the DSS’ Executive Bureau by General-Colonel Iulian Vlad in the period 1977-1987, and after that by Secretary of State General-Major Alexie Stefan and Deputy Minister Major General Bucurescu Gianu. In the USLA there existed a special detachment for antiterrorist intervention, organized in three shifts and subordinated to the chief of the general staff. I don’t have any data concerning the activity of the USLA in the period of the December ’89 events.”<!–[if !supportFootnotes]–>[84]<!–[endif]–>

It should also be abundantly clear here that Rogojan was being asked to write not just about the role of outside forces, but specifically about the role of the USLA in December 1989. Once again, why such interest in the USLA?

In this regard, further claims related by former USLA Captain Marian Romanescu to Dan Badea, are to say the least intriguing:

Several days before the outbreak of the December events, the commander of the USLA forces—col. ARDELEANU GHEORGHE (his real name being BULA MOISE)—left for Iran, bringing with him a great many gifts; and a car’s load of maps, bags, pens, sacks, etc. What did Col. Ardeleanu need these for in Iran? What was the use of having the head of the USLA go? What did he negotiate with the Iranians before the arrival of Ceausescu [18-19 December]? Could he have contracted the bringing into the country of some shock troops, as they are called, to enforce the guard at the House of the Republic, the civic Center and the principal residences of the dictator? If not for that reason, why? Because it is known what followed…

On 22 December, col. Ardeleanu gave the order that 50 blank cover IDs, with the stamp of the Department of Civil Aviation, be released. The order is executed by Gradisteanu Aurel from the coordinating service of that department—a Securitate captain in reserve—and by lt. Col. SOMLEA ALEXANDRU, the latter receiving the IDs and putting them where they needed to be. It is known that the majority of USLA cadre work under the cover of being in the Militia. But who did these IDs cover in this situation? [emphases and capitalization in original]<!–[if !supportFootnotes]–>[85]<!–[endif]–>

We know from the revelations of a former worker (engineer Hristea Todor) at the Securitate’s special unit “P,” that the new Front leadership was sufficiently suspicious of Arab presence that “General Militaru referred to the transfer of some units from the MI and Securitate to the Defense Ministry. He said the USLA had transformed into terrorists. The electronic (telephone) surveillance of certain objectives was started up again—in particular Arab embassies.”<!–[if !supportFootnotes]–>[86]<!–[endif]–> (Note: this appears yet another reference to the aforementioned meeting at USLA headquarters on the evening of 25 December.) Gheorghe Ratiu, head of the Securitate’s First Directorate, maintains that, on Director Vlad’s orders, between 25 and 27 December 1989 he was tasked with finding out the “truth” concerning the “foreign terrorists” reported to be in the hospitals and morgues; he had to resort to subterfuge to verify the situation, since Army personnel were denying him entrance.<!–[if !supportFootnotes]–>[87]<!–[endif]–>

Notably, of course, with these exceptions, the former Securitate and their apologists—whom as Army General Urdareanu suggests uniformly don’t believe in the existence of real terrorists in December 1989, yet who love to blame foreign interference for Ceausescu’s overthrow (in particular, Russians, Hungarians, and Jews)—do not like to make reference to or talk about “Arab terrorists.”

Further evidence of the involvement of “Arab terrorists” comes from the behavior in late December 1989, as much as the later statements, of the usually garrulous Silviu Brucan. In August 1990, Brucan would allege the involvement of “some 30 foreigners,” according to him, mostly Palestinian, who had been trained by the Securitate—what Michael Shafir termed “the first admission of foreign intervention by a member of the December 1989 leadership.”<!–[if !supportFootnotes]–>[88]<!–[endif]–> Reminiscent of Tanasescu’s curt response to the reporter’s question about the involvement of foreign terrorists (discussed above)—“I ask that you be so kind as to…” not ask me about this—back on 29 December 1989, Brucan, at the time a key decision-maker in the new Front leadership (he would leave in February), told Le Monde that the issue was “very delicate” and “involving diplomatic implications that must still be worked out”; “better to be cautious,” he opined.<!–[if !supportFootnotes]–>[89]<!–[endif]–> That was, of course, no denial; indeed, it sounds like the new leadership was trying to find a solution to the dilemma they found themselves in.

Suspicion, in particular, surrounded the role of Libyans, which, as we have seen, at the very least, somehow found themselves in areas of gunfire in December. Sergiu Nicolaescu claims—I have been unable to verify this—that of all the countries to recognize the new National Salvation Front government, running to the top of the line to be first was…Qadafi’s Libya!<!–[if !supportFootnotes]–>[90]<!–[endif]–> The “anonymous plotters” who leaked information to Liviu Valenas of Baricada in August 1990 maintained that “It isn’t accidental that on 25 December 1989, the first plane bringing aid came from Libya. However, when it went on its return route it was loaded with people. In the almost complete chaos that dominated at the time, the New Power [i.e. the Front] did not know what the plane to Libya was carrying (it left from Otopeni, when the airport was still closed to traffic).”<!–[if !supportFootnotes]–>[91]<!–[endif]–> In 1994, two journalists specified that the plane in question on the 25th was a DC9 and that “40 Arabs” had been loaded aboard, and noted that they had learned that on 28-29 December 1989, “the [Otopeni’s] airport archive had disappeared.”<!–[if !supportFootnotes]–>[92]<!–[endif]–>

Michael Shafir at Radio Free Europe Research at the time noted in October 1990 that “unconfirmed but very reliable military and governmental Romanian sources interviewed by RFE said that shortly after the capture of Palestinians, Libyans, and other Arabs who had fought on the side of pro-Ceausescu forces, Quadhafi had threatened to kill all Romanian specialists in Libya if the Arabs were not allowed to leave Romania.”<!–[if !supportFootnotes]–>[93]<!–[endif]–> Certainly, this is what Constantin Vranceanu hinted at in September 1990 in Romania Libera when he wrote of “Plan Z-Z”—according to him, “practically an alliance, on many levels, including military between Romania and several other countries with totalitarian regimes (Iran, Libya, Syria), to which was added the PLO…which called for the other parties to intervene with armed forces to reestablish state order when one of the leaderships was in trouble”:

“Several weeks after 22 December, the president of one of the countries directly involved threatened the Romanian government that it would make recourse to reprisals against those several thousand Romania citizens who were working in that country if [the Romanian government] did not return the foreign terrorists, [whether] alive or dead. This blackmail worked and a Romanian plane went on an unusual route to a Polish airport, from where the ‘contents,’ unusually including the able-bodied, wounded, and coffins, were transferred to another plane, that took off in an unknown direction.”<!–[if !supportFootnotes]–>[94]<!–[endif]–>

Nestor Ratesh quotes one of Ceausescu’s senior party henchman, Ion Dinca, as having stated at his trial in early February 1990:

“During the night of 27-28 [of January 1990] at 12:30 A.M., I was called by several people from the Prosecutor’s Office to tell what I knew about the agreement entitled Z.Z. between Romania and five other states providing for the dispatching of terrorist forces to Romania in order to intervene in case of a military Putsch. This agreement Z.Z. is entitled ‘the End of the End.’ I stated then, and I am stating now to you, that I have never been involved in this agreement, neither I nor other people. And I was told: Only you and two other people know this. I stated that and a detailed check was made in order to prove that I was not involved in such acts.”<!–[if !supportFootnotes]–>[95]<!–[endif]–>

Relatedly, in July 1990, Liviu Valenas noted that,

“On 24 January 1990, the new Foreign Minister of Romania announced on Television and Radio that a series of secret treaties between the R.S.R. [Romanian Socialist Republic] and third countries had been abrogated, and are no longer valid and operational for the new Romania. The New Power pledged to deal with these countries concerning Romania’s obligations through the abrogation of these accords. An ambiguous text, apparently launched by Sergiu Celac’s group,led public opinion in Romania to believe that these treaties concerned ‘terrorist assistance.’”<!–[if !supportFootnotes]–>[96]<!–[endif]–>

It is noteworthy that in the context of a series entitled “The Truth about the U.S.L.A.,” (more on this infamous series below), Horia Alexandrescu paused on 14 March 1990 to quote from a 1 February article by another journalist about TAROM flight 259 (to Warsaw and back):

“24 January, 4 PM: After the aircraft was inspected [“controlul antiterorist”] (after the Revolution of 22 December, ,soimi’ as those who performed antiterrorist protection [i.e. USLA] were called by the pilots, were removed from both internal and external TAROM flights, even though all airlines have such teams), the plane left for Bucharest. Meanwhile, however, the 45 Libyan passengers, who had gotten off for 5-6 hours in a layover at Otopeni, wanted to cross ‘the Polish border.’”<!–[if !supportFootnotes]–>[97]<!–[endif]–>

According to Alexandrescu, the Polish authorities would not allow the TAROM plane to leave Poland, so it sat on the runway in Warsaw…until a second TAROM plane came—this time, according to Alexandru, including “uslasi”—the moral of the story of course being that the USLA needed to be put back on flights as soon as possible.<!–[if !supportFootnotes]–>[98]<!–[endif]–> It is possible this is the plane Vranceanu was referring to in the quotation above. One thing’s for sure, this seemingly insignificant incident got unusual media coverage, in particular with regard to the USLA.

Not surprisingly, in June 2006, Prosecutor General Dan Voinea reiterated his contention that there was no foreign involvement/intervention in the December 1989 Romanian Revolution!

In early January 1990, “Cpt. Soare Ovidiu, [of Securitate] Directorate V-a, Services 4+5, resident of Bucharest, Mendeleev Street,” presumably under questioning, spoke about those he had seen killed as “terrorists”:

“Defense Ministry Headquarters [M.Ap.N.], 22/23.12.1989

On the night of 22/23 December 1989, being located in the Defense Ministry Headquarters, around 22:00, a forceful attack began upon the building from the ‘Orizont’ Complex and from the blocs to the left and right of it. Based on the manner in which they acted and how the victims from among the soldiers who were defending the building appeared (shot in the head or in the area of the head), everybody concluded that they were shot by guns with infrared night scopes [emphasis added]….The attack upon MapN Headquarters was unleashed with fanaticism, one of the attackers jumped a wall armed with a knife, he was shot, and in the morning I saw him from a distance of about 5-6 meters and I could conclude that he appeared Arab (olive-skinned, black hair and mustache). It was said he had no documents upon his person….”<!–[if !supportFootnotes]–>[117]<!–[endif]–>

Lt. Mr. Apostol M. Anton, Service 1: “On 29 December 1989 he learned form his neighbor Pipoi Remus, who lives on the second floor, beneath his apartment, that he saw many people shooting toward the Defense Ministry, whom he was convinced were not Romanian. They appeared to him to be Arab. They were shooting with small automatic guns.”<!–[if !supportFootnotes]–>[118]<!–[endif]–>
